바로 전 포스팅은 생태공원 성내천에 전혀 어울리지 않는 징검다리가 설치된 점을 이야기 하였습니다. 
그리고 이러한 이상한 징검다리의 설치는 구청 치수과의 탁상행정에 의한 결과물이라고 언급했구요.
그런데 또 이런 어이없는 짓을 치수과란 곳은 아래의 내용으로 또 저질러 놨습니다.

Just before the posting, I mentioned that there is a stepping bridge that is not suitable for Seongnae in ecological park.
And I mentioned that the installation of this strange stepping bridge is the result of the desk administration of the department dealing with Ward River.
But once again, this was a nonsensical part of the Ward River handling department.

동네 주변에는 아름다운 수형을 가진 느티나무가 많이 있습니다. 
하지만 이번에 봄철을 맞이한 나뭇가지치기를 하면서 성내천으로 향해있는 가지를 모두 잘라버린 것 입니다. 

There are many beautiful zelkova trees around the neighborhood.
However, this time, the workers cut off the branches toward seongnaecheon while springing and cutting branches.

나무의 수형은 형태가 만들어진 후에는 가지를 잘라버리면 더 이상 자라지를 못합니다. 
이렇게 나무의 아름다운 형태와 무관하게 나뭇가지를 잘라버린 것은 가지가 성내천을 향하고 있기 때문입니다. 
천변을 향하지 않고 도로를 향하고 있는 곳이야 어짜피 치수과 관할이 아니니 상관없겠지만
성내천을 향하고 있으면 그 관리책임은 구청 치수과가 맡아야 하기 때문이죠.

The shape of a tree can not grow anymore once it has been cut off.
However, regardless of the beautiful form of the tree, the branches were cut off because the branches were pointing toward the castle.

It's the road facing the road (opposite the seongnaecheon road)
If the branches are facing the seongnaecheon road, the administrative responsibility of the ward office should be taken over by the ward office.

그래서 나무의 아름다운 수형은 아무런 상관도 하지 않고 이렇듯 나무를 싹둑싹둑 모조리 도륙해 놓았습니다. 
정말 우리나라 환경 행정은 어디로 실종된 것인지 말이 나오지 않더군요.

So, the beautiful shape of the tree has nothing to do with it, and the tree is almost cut off roughly.
 I do not really know where the environmental administration of our country is missing.

사진의 나무는 개인적으로 그 수형이 아름다워 제일 좋아하는 나무랍니다. 
그런데 제가 사랑하는 나무도 여지없이 싹둑싹둑 썰어져 나갔더군요. 

The tree in the picture is my favorite tree because the shape is beautiful personally.
But the branches of my beloved trees were also sliced away.

나무 가지치기는 뻗어나간 가지가 시설을 훼손할 우려가 있는 경우이거나 
지나다니는 행인에게 상해를 입힐 수 있는 경우라면 잘라내는 것이 맞겠지만
멀쩡한 나뭇가지를 행정상의 이유로 자르는 것은 도저히 이해하기 힘드네요.

Tree pruning is when there is a risk that the extended branch will damage the facility
If it is possible to injure a passing passerby,
It is hard to understand cutting off a good branch for administrative reasons.

이러한 나무를 보는 저의 입장에서 멀쩡히 잘 자라던 나무의 잘려나간 가지가 내 팔을 잃은 것 처럼 마음이 아팠습니다. 

From my point of view, my heart was aching as if my arm had been lost because of the branches of the trees that were growing well.

도대체 행정을 하는 사람들은 왜 이런 걸까요?
선진국으로 가기 위한 여러가지의 것들이 있겠지만 사람과 같이 하는 환경에 있어서도 선진국으로 가기까지의 길은 제 눈에 멀고도 험하게 보였습니다. 

Why on earth are people doing tabletop administration like this?
There will be many things to go to advanced countries, but the way to go to developed countries in environmental management seemed to be unseen and tough.

언젠가는 고쳐질 날이 오리라 생각하며
오늘 슬픈 마음으로 포스팅을 마칩니다. 

I think someday the day will be fixed.

P.S : 참고로 저번 포스팅에 올렸던 치수과가 설치한 돌다리는 화강암으로 설치한 것으로 공사를 하는 업자의 입자아에서는 공사단가를 비싸게 받을 수 있고 네모 반듯한 돌덩어리를 놓는 것 이기에 공사도 쉽다고 하더군요. 
담당 공무원은 뭔가 생기는 게 있어서 그랬는지 몰라도 이러한 공사에 국민이 낸 혈세가 쓰이고 있다는 사실이 짜증났습니다. 
이런 공사를 주~욱 했었던 전문가인 조경관계자의 말이니 신빙성이 높겠죠.

P.S: For reference, the stone bridge installed by the river management department that I posted on the last post says that it is easy to construct because it is installed with granite and it is expensive to get the construction cost from the viewpoint of the operator and is to place the stone.

The public officials were frustrated by the fact that bribes could be created if the construction was allowed, but the same tax as the people's blood was used for the construction.
I think that the credibility is high because it is opinion of the landscape specialist who had done such a construction a lot.
