My concern is that there is no way to determine if an account is unrecoverable yet the unrecoverable value is still counted as an asset thereby overvaluing the currency in the marketplace.

How so? The crypto is unrecoverable to the currency as well because they cannot determine if an account is unrecoverable until about 120 years when you are sure the account holder is deceased. And even then the currency can't recover it, they can only make sure it is not counted as an asset overvaluing the currency .
