Witness Update steve-walschot
### Since my witness server got shutdown without any valid reason, i've upgraded my witness servers and setup.

New specs:

**Primary Witness:**

 - Intel  Xeon D-1520 4 core 2.6 Ghz
- 128 Gb DDR4 ram memory
- 4x 800Gb SSD 

**Backup witness:**

- Intel Xeon E5 1620 4 core 3.6Ghz
- 32 Gb DDR3 ram memory
- 2x 2Tb HDD storage

3 different small servers are monitoring for failovers, ready to switch instantaneously between servers in case of a shutdown or problem.

**My seednode has also been updated to 94.23.200.113:2001**
