My sense is if they can sign into twitter, they can sign up for the new app.  It is all on the LeoIngra layer (I would guess).

I would think it will be tested before full release.  Plus, it is likely not to have a mobile app for a while, so that will limit some things to start.  

Things will have to have some phases to them before it hits full tilt.

That is why I said it will likely be the end of the year before we see the big explosion of users.
