If my thoughts are correct, it's basically a way to make all ICOs regulated in the U.S. whether or not they register with the SEC.  If you have to use a registered security to purchase tokens issued as part of the registered security, you in turn must comply with the SEC when participating in an ICO on the ETH network.  Do I think it really matters?  Meh.

... How do they intend to regulate any of this shit? There are no means short of threat of violence that can be leveraged. You cant freeze this kind of asset.

The government operates entirely on threat of violence.  The violence inherent in the system.  Do what we say or we'll throw you in a cage.  Personally I do not consent to be a part of that system and I refuse to acknowledge anyone has the authority to regulate how I live my life.
