 Yesterday, under the impression of Dmitry Travin's book "Will the Putin system survive until 2042?"  But this is if he is an outstanding talented organizer, for example, like Julius Caesar or Alexander of Macedon.  Harsh reality says that the average person can solve no more than five or six tasks. 

 True slaves give their leaders specific functions.  Those ostensibly think of the people around the clock, do not sleep, do not eat or defecate.  There is such a statue in the rays of the sunset, frozen in its function ... But it does not happen. 

 Therefore, to maintain this myth, the celestial person sometimes descends to commoners and the camera solves someone's vital problem, but tens of millions of other questions remain unresolved.  The whole point is that the leader directs these five cases, as a rule, to his own enrichment and joy.

  To fight with a neighboring country, for example.  He gives the feeding of the territory to his servants, demanding for this loyalty and grave silence, so that the population sat silently and did not speak.  Governors, in turn, are also not seven-sided in the forehead, and their tasks are also aimed at enrichment and joy, therefore, having broken off some of the resources, the others delegate city mayors and heads of administrations, again demanding silence and dead rest.

  Mayors use the city's needs to create a variety of criminal schemes to steal the city's budget, give to the controlled companies the garbage collection, heat supply, electricity and so on.  Of course, all these companies, with the support of the authorities, occupy a monopoly position in the markets of city services and plunder the population.  This is how the management system works in Russia. 

 People with their problems live in a separate world, their needs are used by all levels of power as a fodder base.  At times, there are any imitation absolutely undemocratic elections, meetings of tenants who control power through militants and dummies.  Here, democratic procedures as a negative, blocking mechanism simply do not work. 

 There are informal institutions in the form of feeding, the leshadow law of appointing officials, the solution of all issues in the baths with informal communication, and so on and so forth.  As a result, formal institutions - the court, the prosecutor's office, the city assembly, the mayoralty, the police and so on.  work in a dual mode.  When there are no interesting people in the form of officials, siloviks and / or moneybags, then institutions with sin in half, with extreme distortions towards violation of the rights of citizens, still work.

  As soon as an interesting person appears, formal institutions are disconnected and informal activities are taking place.  Here democratic procedures are exactly like a Kalashnikov assault rifle, they eliminate the possibility of switching from formal procedures to informal ones, thereby protecting citizens from arbitrariness on the part of the authorities. 

 Mayors and governors in Russia de facto using informal institutions are appointed by the central government.  They, like all people react to incentives.  Since their citizens do not choose, they do not work for them, but for their masters, for those who appoint them to their posts.

  After the fire in the "Winter Cherry" with the mass death of people, Governor Tuleyev did not apologize to people, but began to ask forgiveness from Putin.This clearly illustrates the lack of democratic mechanisms in Russia.  Their power is blocked by a municipal filter, not allowing real competitors to be elected, but substituting a pro-government candidate and peasant jokes for people to choose. 

 Power burns the political space with the help of law enforcement officers and bandits.  So Boris Nemtsov, the only real competitor to Putin in the 2018 elections, was killed in advance.  A criminal case was fabricated against Aleksei Navalny and a federal law specially adopted for him violating the Russian Constitution and preventing his participation in elections.  

The authorities also clean out the information space, crack down on bloggers, independent journalists, disconnect Internet resources and so on.  The meaning of democratic procedures is that they create an incentive for elected people to focus on citizens, rather than on informal institutions.

  So, if the mayor of the city is elected by the townspeople, then he will not arrange a dump under the windows of their houses, he will repair and build roads.  If the townspeople every year will vote for the budget, they will know its expenses and control the spending of money. 

 If only they see the front companies of the mayor, his relatives and friends, he simply will not be elected for the next term or for any other position.  If the chief of police is elected by citizens, then the incentive to fabricate criminal cases immediately disappears, there will be an incentive to prevent crime.  To do this, he will stop hiring militants to torture suspects, but will employ qualified police officers who are able to solve problems of preventing and suppressing crimes. 

 To torture people and knock out testimony immediately becomes extremely unprofitable, otherwise it will no longer be possible to get to any chosen position.  The court in Russia depends on all the cones: the siloviki, the mayors, the governors, the oligarchs, the Kremlin, but not from the citizens. 

 The selectivity of judges creates the incentive to make decisions and sentences only in accordance with the law in all cases, not focusing on informal institutions.  Otherwise - a wolf ticket to the judge forever.  The selectivity of the city prosecutor kills lawlessness in lawlessness and creates an additional counterbalance to the mayor, judges, the chief of police, deputies of the city assembly, allows to really observe the observance of laws on the territory of the city. 

 This distribution of power over a multitude of centers for the adoption of managerial and legal decisions creates a system of checks and balances between different centers of power, and institutions become inclusive.  Democratic procedures work as cutting off attempts to seize power by criminal groups, security forces and oligarchs.
