How to increase Voting Power and Steem Power and how are they linked ?

I have heard and seen the *Voting Power* and *STEEM Power* mentioned everywhere and it seems like it is very important in determining your earnings.

Is it also linked to reputation score ?
How can one increase the voting power as well as steem power ?
Does upvoting someone's post reduce your voting power ?

I have seen some posts with very few upvotes and a good amount mentioned next to it and similarly some posts have good number of upvotes but just a small amount or sometime even $ 0.00.

Short answers.  Steem Power is the amount you have invested into the platform and powered up.  Voting Power starts at 100% and basically drops 2% every time you vote (It regenerates at 2.5% every 3 hours).  If you have more than 500 Steam Power you can reduce your vote weight (normally 100%) and it gives less reward and drops your Voting Power by less.  Clear as mud?
