Web and app designers are aware that colors matter the most while they are designing it. Colors have a vital role in the appearance of a project whether it's the website of a mobile app. 

It has multiple options, you can move the color wheel and select the different combinations. The preview will help you to see if it is okay or not.

I think this tool could be useful not only for designers, who had already an education on how to combine colors. As a non designer it is sometimes really difficult to find matching color sets as an example for a presentation or other "designing" elements in daily work.
