Zusammenfassung
- Covid-19 hat eine grundlegende Neuausrichtung der Aussenpolitik der USA und Europas provoziert. Im Mittelpunkt steht dabei ein wandelndes Verhältnis zu China. Zwar gab es schon vor der Pandemie wachsende Bedenken gegenüber der Politik Pekings. Doch nun befürchten viele einen neuen Kalten Krieg.
- Diese Befürchtungen beruhen auf einem Missverständnis der Beweggründe Chinas: Anders als die Sowjetunion strebt China weder nach Hegemonie, noch will es sein politisches und wirtschaftliches System exportieren und anderen Nationen aufzwingen. Vielmehr strebt das Land danach, sowohl eine Modellnation zu werden, welcher die Entwicklungsländer nacheifern können, als auch der dominierende Regelsetzer im internationalen Handels- und Finanzsystem zu werden. Im Mittelpunkt steht dabei nicht die ideologische Bekehrung anderer Nationen, sondern ein Streben nach mehr Selbstbestimmung.
- Die Strategie des konstruktiven Engagements scheint nicht mehr zu funktionieren. Doch eine konfrontative Beziehung zu China könnte wirtschaftlich kostspielig und politisch gefährlich sein.
- Es gibt aber eine Alternative, die das Ziel einer freieren und friedlicheren Welt wirksamer fördern könnte: die sogenannte «Volksdiplomatie». Dabei handelt es sich um eine Strategie von klassisch-liberalen Friedensaktivisten, die zum Ziel hat, unter Umgehung der formellen diplomatischen Beziehungen mehr Kontakte auf zivilgesellschaftlicher Ebene zu organisieren. Diese Strategie führt mit einer höheren Wahrscheinlichkeit zu sozialen und kulturellen Veränderungen, weil die Verbindungen und der direkte Austausch nicht nur auf der Ebene von Regierungen und grossen Firmen stattfinden.

Summary
- Covid-19 provoked a fundamental reorientation of the foreign policy of the USA and Europe. The focus is on a changing relationship with China. Even before the pandemic, there were growing concerns about Beijing's policy. But now many fear a new Cold War.
- These fears are based on a misunderstanding of China's motives: unlike the Soviet Union, China is not striving for hegemony, nor does it want to export its political and economic system and impose it on other nations. Rather, the country is striving both to become a model nation that developing countries can emulate and to become the dominant rule-setter in the international trade and financial system. The focus here is not the ideological conversion of other nations, but rather a striving for more self-determination.
- The strategy of constructive engagement no longer seems to work. But a confrontational relationship with China could be economically costly and politically dangerous.
- But there is an alternative that could more effectively promote the goal of a freer and more peaceful world: so-called "people's diplomacy". This is a strategy of classic liberal peace activists that aims to organize more contacts at the level of civil society, bypassing formal diplomatic relations. This strategy is more likely to lead to social and cultural changes, because the connections and direct exchange do not only take place at the level of governments and large companies.
