Zusammenfassung
- Die vorliegende Studie hat den Zusammenhang zwischen der öffentlichen Budgetzusammensetzung der 26 Schweizer Kantone und dem kantonalen Wachstum der realen Wirtschaftskraft pro Kopf im Zeitraum von 1990 bis 2019 untersucht. Die empirischen Ergebnisse deuten darauf hin, dass marginale Verschiebungen innerhalb der kantonalen Budgetkomposition keinen statistisch signifikanten Effekt auf das regionale Wirtschaftswachstum haben. Eine Ausnahme bilden die relativen Verwaltungsausgaben der Kantone im erweiterten Modell mit Kontrollvariablen. Eine Erhöhung der Verwaltungsausgaben wirkt sich hinderlich auf das reale Wirtschaftswachstum aus.
- Eine detailliertere Betrachtung der Ausgabepositionen zeigt, dass sich sowohl die relativen Ausgaben für Legislative und Exekutive wie für allgemeine Dienste als Unterkategorien der Verwaltungsausgaben negativ auf das Wirtschaftswachstum auswirken. Dies könnte unter anderem damit erklärbar sein, dass ein vergleichsweise hohes Lohnniveau im öffentlichen Sektor in der Schweiz den Lohndruck auf dem Arbeitsmarkt erhöht und zu einer geringeren Produktivität in der Privatwirtschaft führen kann. Ebenfalls kann ein wachsender öffentlicher Sektor negative Auswirkungen auf die Investitionsbereitschaft des Privatsektors und damit auf das Wirtschaftswachstum aufweisen.
- Für die Schweiz muss vor dem Hintergrund der empirischen Schätzungen die geplante Umsetzung der OECD-Steuerreform, im Besonderen die Einführung einer globalen Mindeststeuer, kritisch gesehen werden. Sie greift nicht nur tief in die Steuerautonomie der Kantone ein, sondern schwächt zudem den interkantonalen Steuerwettbewerb. Ebenjener Steuerwettbewerb erhöht jedoch die fiskalische Disziplin der öffentlichen Hand, und wirkt somit als institutionelle Begrenzung von einer wohl wachstumsmindernden Steigerung der Bürokratieausgaben.

Summary
- This study examined the relationship between the public budget composition of the 26 Swiss cantons and cantonal growth in real economic output per capita over the period from 1990 to 2019. The empirical results suggest that marginal shifts within the cantonal budget composition do not have a statistically significant effect on regional economic growth. An exception is the relative administrative expenditures of the cantons in the extended model with control variables. An increase in administrative spending has an impeding effect on real economic growth.
- A more detailed examination of the expenditure items shows that both relative spending on the legislative and executive branches and on general services as subcategories of administrative spending have a negative impact on economic growth. This could be explained, among other things, by the fact that a comparatively high wage level in the public sector in Switzerland increases wage pressure on the labor market and can lead to lower productivity in the private sector. Likewise, a growing public sector can have a negative impact on the private sector's willingness to invest and thus on economic growth.
- For Switzerland, against the background of the empirical estimates, the planned implementation of the OECD tax reform, in particular the introduction of a global minimum tax, must be viewed critically. It not only deeply interferes with the tax autonomy of the cantons, but also weakens intercantonal tax competition. However, it is precisely this tax competition that increases the fiscal discipline of the public sector, and thus acts as an institutional limit to what is probably a growth-reducing increase in bureaucratic expenditure.

Resumen
- Este estudio ha investigado la relación entre la composición del presupuesto público de los 26 cantones suizos y el crecimiento cantonal del poder económico real per cápita en el período comprendido entre 1990 y 2019. Los resultados empíricos indican que los cambios marginales en la composición del presupuesto cantonal no tienen un efecto estadísticamente significativo en el crecimiento económico regional. Una excepción es el gasto administrativo relativo de los cantones en el modelo ampliado con variables de control. Un aumento de los gastos administrativos tiene un efecto de impedimento en el crecimiento económico real.
- Un examen más detallado de las partidas de gasto muestra que tanto el gasto relativo de los poderes legislativo y ejecutivo como el de los servicios generales como subcategorías del gasto administrativo tienen un impacto negativo en el crecimiento económico. Esto podría explicarse, entre otras cosas, por el hecho de que un nivel salarial comparativamente alto en el sector público en Suiza aumenta la presión salarial en el mercado laboral y puede llevar a una menor productividad en el sector privado. Del mismo modo, un sector público creciente puede tener un impacto negativo en la disposición del sector privado a invertir y, por tanto, en el crecimiento económico.
- En el caso de Suiza, en el contexto de las estimaciones empíricas, la aplicación prevista de la reforma fiscal de la OCDE, en particular la introducción de un impuesto mínimo global, debe considerarse de forma crítica. No sólo interfiere profundamente en la autonomía fiscal de los cantones, sino que también debilita la competencia fiscal intercantonal. Sin embargo, es precisamente esta competencia fiscal la que aumenta la disciplina fiscal del sector público y, por tanto, actúa como límite institucional a un aumento del gasto burocrático que reduzca el crecimiento.
