- Sustainable development
Before addressing the subject of sustainable development, I have considered it necessary to refer to three of the main economic theorists: John Stuart Mills, Principles of Political Economy (1848). Karl Marx, Capital (1867) and David Ricardo, Principles of Political Economy (1847). Mills and Ricardo did not consider nature as an important factor sensitive to human action, but as a provider of resources with almost infinite capacity. As for Marx, in a visionary way he affirmed in his work Capital "Nature is transformed into a pure object for man, into a pure thing of utility, it ceases to be recognized as a power for itself; and the theoretical knowledge of its autonomous laws appears only as a ruse to submit it to human needs either as an object of consumption or as a means of production". But since Marx's affirmation, it is not until 1906, when Haeckel lays the foundations of ecology, that attention begins to be paid to the subject of the conservation of natural resources. But parallel to the birth of ecology as a science, oil made its appearance, which, with the outbreak of the First and Second World Wars, took on a primordial role as an energy factor. Catapulting the emergence and rise of the United States as a capitalist imperial power. Pero desde esta afirmación de Marx, no es hasta 1906 cuando Haeckel sienta las bases de la ecología, que comienza a prestarse atención al tema de la conservación de los recursos naturales. Pero paralelo al nacimiento de la ecología como ciencia, hace su aparición el petróleo, que con el estallido de la primera y segunda guerra mundial, asumió un papel primordial como factor energético. Catapultando el surgimiento y auge de los Estados Unidos como potencia imperial capitalista. En esos tiempos no se profundizó el tema ecológico y por el contrario se arreció la explotación irracional de los recursos naturales, para el enriquecimiento y reproducción del capital.

Long before the term sustainable development was coined, the prevailing development model began to set limits to its voracity for natural resources. In 1972, in Stockholm, the conference on the environment expressed the need to take action to halt environmental deterioration. In 1984, the United Nations General Assembly created the World Commission on Environment and Development, which in 1987 introduced the term sustainable development to the world scene. In 1992, the United Nations Conference on Environment and Development, although still imprecise, formally adopted the term sustainable development and in that same convention, Agenda 21, later called Agenda 21, was signed. This was a detailed program of actions to be taken worldwide to stop the deterioration of the environment. Another global action to protect the environment is represented by the Kyoto Protocol (Japan), which was adopted in December 1997, but came into force in 2005. By 2009, 187 countries had adhered to it, committing themselves to reduce the emission of greenhouse gases, one of the main causes of global warming. It is important to note that the largest emitter of greenhouse gases, the United States of America, did not adhere to the protocol. </div>

Al modelo de desarrollo imperante, mucho antes que se acuñara el término desarrollo sustentable, comenzaron a poner límites a su voracidad por los recursos naturales. En 1972 en Estocolmo la conferencia sobre medio ambiente expresaba la necesidad de emprender acciones para frenar el deterioro ambiental. En 1984 la asamblea general de las Naciones Unidas creó la Comisión Mundial del Medio Ambiente y del Desarrollo, la cual introducirá al panorama mundial en 1987 el término desarrollo sustentable. En 1992 la conferencia de la Naciones Unidas sobre el ambiente y desarrollo, pese a ser aun impreciso, adopto formalmente el término desarrollo sustentable y en esa misma convención, se firma la Agenda 21, luego llamado Programa 21. Este era un programa detallado de acciones que deben realizarse a nivel mundial para detener el deterioro de ambiente. Otra de las acciones globales para proteger el ambiente, lo representa el protocolo de Kyoto (Japón) el cual fue adoptado en diciembre de 1997, pero que entró en vigencia en 2005, en 2009 se habían adherido al mismo 187 países, comprometiéndose a reducir la emisión de gases invernaderos, uno de los principales causantes del calentamiento global. Es importante destacar que el mayor emisor de gases, los Estados Unidos de Norteamérica, no se adhirió al protocolo. </div>

It was not until 1983 that the term sustainable development appeared in the report presented by the Commission on Environment and Development, created by the United Nations General Assembly. In 1987, the Commission presented the report entitled Our Common Future, which defined "sustainable development, a course of human progress capable of meeting the needs and aspirations of the present generation without compromising the ability of future generations to meet their needs" (World Commission on Environment and Development; 1987).
The Commission on Environment and Development based its report on a global analysis of the following aspects:
1) Population and human resources
2) Food
3) Species and ecosystems
4) Energy
5) Industry
6) Urban challenge
Following the analysis of the above factors, the report established eight lines of action:
1- Reversing the growth of poverty, as this is the major source of environmental degradation.
2- Change the quality of growth, establishing equity, social justice and social security as a top priority.
3- Preserve the environment
4- Ensure sustainable population growth.
5- Reorienting technology and risk management.
6- To integrate the environment and the economy in the decision making process.
7- Reform international economic relations.
8- Strengthen international cooperation.
Today in May 2021, 34 years after the Brundlant report was presented, as it is also known, and living the extraordinary world situation of the pandemic, it would not be rash to say that many of the conditions that gave rise to the recommendations presented, are still in place and even worse, some of them have even been accentuated.

>La Comisión del Medio Ambiente y el Desarrollo, basó su informe en un análisis global de los siguientes aspectos:

>Luego del análisis de los factores anteriores, el informe estableció ocho líneas de acción:
>1- Revertir el crecimiento de la pobreza, ya que esta es la mayor fuente de degradación ambiental
>2- Cambiar la calidad del crecimiento, establecer como máxima prioridad la equidad, la justicia social y la seguridad social
>3- Conservar el medio ambiente
4- Asegurar un crecimiento demográfico sostenible.
5- Reorientar la tecnología y el manejo de riesgos.
6- Integrar el medio ambiente y la economía en los ámbitos de decisión.
7- Reformar las relaciones económicas internacionales.
8- Reforzar la cooperación internacional.
>Hoy en Mayo del 2021, 34 años después de haberse presentado el informe Brundlant, como también se le conoce y viviendo la situación mundial extraordinaria de la pandemia, no sería temerario decir que muchas de las condiciones que dieron origen a las recomendaciones presentadas, se mantienen y peor aun algunas hasta se acentuaron.

Development trends prior to the emergence of covid-19 coincided in considering not only the economic factor, but also the need to resize the participation of the social and political factor and to involve the ecological factor in a leading role. In order to accept this paradigm shift, it is necessary to rethink the concept of development, which since its inception has been conceived as synonymous with the growth of production and consumption. The country that presents these two magnified realities is considered developed because, in turn, these have been the consequence of the accumulation of capital, wealth and knowledge, the former being understood as a wide availability of means of production and the latter as high technology, supported by well-defined systems of education and research. It is necessary to mention the role of trade and its implications. As stated by Bifani (1999) "trade allows each society to have access to goods and environmental functions that are scarce or absent in the geographical space and ecosystems they occupy. This fact has acquired such magnitude that today countries depend, in order to maintain their standard of living and quality of life, on the possibility of obtaining natural and environmental resources in very distant regions". The development of these countries is sustained by the exploitation of natural resources from other countries, preferably underdeveloped, where the costs of labor and services, governments, laws and corruption facilitate irrational and uncontrolled exploitation. This undermines the resilience of the ecosystems of these countries, understood as the capacity of an ecosystem to withstand the pressure and stress of exploitation, to assimilate the situation to incorporate it and even transform it for its benefit, according to its dynamics and reach equilibrium.</div>

Las tendencias del desarrollo antes de la aparición del covid-19 coincidían en además de considerar el factor económico, la necesidad de redimensionar la participación del factor social y político e involucrar de manera protagónica el factor ecológico. Para aceptar este cambio de paradigma se requiere replantear la concepción del desarrollo que desde su nacimiento se ha concebido como sinónimo de crecimiento de la producción y del consumo. El país que presenta estas dos realidades magnificadas es considerado desarrollado, porque a su vez, éstas han sido consecuencia de la acumulación de capital, riqueza y conocimiento, entendiéndose el primero como una amplia disponibilidad de medios de producción y el segundo como alta tecnología, soportada por sistemas muy bien definidos de educación e investigación. Es necesario citar el papel del comercio y sus implicaciones. Como afirma Bifani (1999) “el comercio permite a cada sociedad acceder a bienes y funciones ambientales escasas o ausentes en el espacio geográfico y los ecosistemas que ocupan. Este hecho ha adquirido tal magnitud que hoy países dependen, para mantener su nivel y calidad de vida, de la posibilidad de obtener recursos naturales y ambientales en regiones muy distantes”. El desarrollo de estos países está sustentado por la explotación de recursos naturales de otros países, de preferencia subdesarrollados, en donde los costos de mano de obra y servicios, los gobiernos, leyes y corrupción facilitan la explotación irracional y sin control. Abatiendo la resiliencia de los ecosistemas de estos países, entendiéndose esta, como la capacidad que tiene un ecosistema de soportar la presión y el estrés de la explotación, de asimilar la situación para incorporarla y hasta transformarla para su beneficio, según su dinámica y alcanzar el equilibrio.</div> #

- The pandemic and endogenous development
The pandemic generated by covid-19 forced the application of global confinement measures at the country level, disrupting the world trade system and testing the capacity of each nation to enhance its endogenous production, which of course is positive for underdeveloped or developing countries that have worked to strengthen their internal productive apparatus. However, technological dependence in the primary and secondary sectors of production in terms of inputs, foreign raw materials, machinery and spare parts continues to hinder the consolidation of a sustainable and sustainable model. Agroecological alternatives for agriculture could be a good response to the need to produce food at this level, but their application is limited to minimum scales such as urban agriculture in productive backyards, family gardens, in fields and hamlets in conucos, small spaces, in short, an alternative subsistence agricultural production of vegetables and animals that hardly has an impact on the macroeconomy of a nation, but that we cannot underestimate.

Sin embargo la dependencia tecnológica a nivel del sector primario y secundario de la producción en cuanto a insumos, materias primas foráneas, maquinarias y repuestos continúan atentando con la consolidación de un modelo sostenible y sustentable. Las alternativas agroecológicas para la agricultura pudieran ser una buena respuesta a la necesidad de producir alimentos a este nivel, pero su aplicación se limitan a escalas mínimas tales como agricultura urbana en patios productivos, huertos familiares, en campos y caseríos en conucos, pequeños espacios, en fin una alternativa producción agrícola vegetal y animal de subsistencia que difícilmente incida en la macroeconomía de una nación, pero que no podemos menospreciar.

The new educational system is supported by technology, practically the traditional face-to-face model of the educator and the student, as a result of the pandemic disappeared or, in its absence, is limited to a conditional assistance and tutoring. Of course, for countries that have traditionally invested in research and development, have strong telecommunications services and technological industries in electronics and information technology, they have extreme competitive and comparative advantages over countries that have incipient advances in these fields. If this situation is prolonged over time as a result of covid-19, it will increase the existing gap between developed and less developed countries. I can particularly speak about the specific case of my country, Venezuela, where education is being dramatically affected.
These issues are highly complex but I think it is necessary to address and discuss them because the future of our children, youth and people in general is at stake and one of the foundations of development is education.

Esta situación de alargarse en el tiempo producto al covid-19, va incrementar la brecha existente entre los países desarrollados y los menos desarrollados. Particularmente puedo hablar del caso específico de mi país Venezuela en donde la educación está siendo afectada de manera dramática.
>Estos temas son altamente complejos pero pienso que es necesario tratarlo y debatirlos porque está en juego el futuro de nuestros niños, jóvenes y personas en general y una de las bases del desarrollo es la educación.
