Share2Steem has been known for upvoting a high volume of low quality user contributions that many abuse fighter have nicknamed it spam2steem. 

The posts often consist of recycled content from other platforms that do not add value to Steem. It's really revolutionized the earning potential for lazy junk posters.

- Encourage Share2Steem use
- Discourage spam

Think you gotta pick one unless they added a system to mitigate spam. I have yet to hear of it if so.
