Sounds good if it helps deal with spam and other abuse. Are all the microtransactions by people doing services an issue? There's also lots of tiny votes by voting trails. I don't see the a 1% vote by a minnow will gain the anything anyway. If a user cannot perform an action then they need good feedback. Some of the error messages I see are still a bit cryptic. I hope this work does not push hf20 back as we need other features it brings, but I appreciate you want to minimise the number of big releases
