I understand there is no time constrain for a holder to vote. A voter can re-vote every second. This could affect the BP elected. Also, if newer votes weigh more, and I can re-vote every second, I can make my votes to be always the latest ones, giving more weight to them. Am I understanding it right? I'll wait for the latest branch to be released to see the new logic fixes this kind of issues.
