In theory the proposal system is an amazing idea. The problem is going to be allocating the funds to projects that actually bring value to the space. We might get stuck in a situation where funds are being allocated to projects that are never finished or bring little to no value due to nepotism. In my opinion, suggesting that 10% (the same amount of money we use to secure the network) simply to fund development is an extremely risky overplay.
