I think a comment reward pool of 5% would be enough. Especially if whatever % would remove that amount of curation reward potential. The rationale for holding Steem Power should not be eroded any further.

5 times what comments get now is still way too low... I suspect Dan and Ned wanted to go much higher than 38% but compromised for the time being. I really don't think it's too high at all. With regards to steem power incentives, hopefully there will be some indication in the road map.

That sounds a bit low to me, but 38% seems high. I agree that people should be encouraged to power up, so there have to be some benefits.
