The word #photoshoot is usally used to indicate a photo session by a professional. The problem is, it would start at zero and there are no controls available to stop people using it for 'ohmygod' #snapshots I've already spent a few hours today telling off newbies for using the wrong tags and explained to them why it will cost them. The problem is, so many of them cannot understand English that I doubt I'm able to get through to them. The more complex answers that need coding etc., I am not qualified to discuss. I'm just glad you are trying to find a solution.
