That's one way to go about it. Personally I just decide to work on things that I think will add value. Regardless of what you do though, you should email Sneak (sneak@steemit.com) before you do any work to see if Steemit wants it done. There have been cases where developers worked on things and their pull requests have gotten denied because Steemit didn't want the feature.
