No, that's not how it works. The cost for registering a gTLD is a LOT higher(hundreds of thousands of dollars). You need technical knowledge, financial capability and a LOT of money: https://newgtlds.icann.org/en/applicants/global-support/faqs/faqs-en

If it was simply $4k, we'd have a lot more gTLDs floating about(I'd probably have my own personal one). It would be a nice DAO funded project to do and would have some actual impact in the real world, plus Hive could give free domains to it's members and sell domains for Hive.

The idea is really nice, I do wonder who would be involved in the execution. The obvious answer is @blocktrades but they seem to be software dev focused, not managing infra or doing things like this and a team would need to be hired and paid.
