The answer is yes and no, let me try to explain. Considering two content of equal quality the curator will evaluate how *engaged* the player is in Splinterlands. Theoretically Silver/Gold players win in this criterion, however if it is perceived that the content creator despite being in Bronze is actually a real player *(he may be in Bronze because he started recently or has not yet learned how to improve in a league properly)* it will be voted just as well.
