That bit about US congresspeople earning big returns should be no surprise, but the size of those returns sure is. Wow! And yet the losers, the average Joe, keeps voting for them nonetheless. The perps are hardly ever caught or punished. There have been a notable few - Martha Stewart, Kenneth Lay, Bernie Madoff, but I imagine countless others get away with it, so the risk is very small.
