Yes they do. But some luckily get paid more than that depending on the kind of service they render. A civil servant earning $16 monthly should look for a single room which would be cheaper and is never advised to stay in a self contained building except he wants to squat with about one or two roomies so they can divide the annual rent payment between themselves. I guess this is what you were driving at!
