I am not sure HOAs can be solved by tokenization. My experience is that you get too many Dudley Do As I Say people involved with them and it ends up as a tyrannical regime. Most just want to be left alone whereas the power hungry people use that to exert control. If tokenized, they just might buy up all the stake.
