Truth is, people never really feel threatened until they're threatened. Covid-19 was something we could have coped and curtailed better but what do we know? I think we should understand that everything doesn't have to be imported.

All the western countries have a global pandemic at the top of their risk assessment list - above terrorism. However, they were still complacent about it. As you say, they didn't really feel threatened. Now they do, things will need to change as a result.
