Short content can definitely have value and a lot of people prefer it. I don't think we should exclude anything that will get more people active on Hive. Meanwhile I see some people write comments that are longer than the original post. Succinctness can get your point across better sometimes. We all have to prioritise our time.

Of course we don't want spam, but this is why we have to be careful how we use our votes and should downvote where necessary. We have to be vigilant as people will try to exploit the platform. Long comments may be necessary sometimes, but it may be better to link to a post as few people are likely to see the comment and it may just be restating previous points. Quality > quantity.
