It is also possible for a single proposal to support airdropping the entire bunch, essentially reversing the exclusion in its entirety. If that's what Hive stakeholders want, it can be done. It only takes one person (and 20 HBD) to create "for" and "against" proposals on this matter and we can see how the stakeholders feel about it.
