Several times when a terrorist act occurs in the USA, in particular, the suspect would have been on the FBI radar already, they've been monitoring him, but they failed each time to stop the terror act the time it was happening.

They somehow, due to their super capabilities, can arrest the suspect in short time, but after the damage has happened.

Even a naive observer would notice something wrong in this narrative, until you reach the above story then it starts to make sense.

The FBI create terrorists, push them off the edge to commit their acts then work on enforcing peace, makes more sense, right?

Why would they do that? For their own interest, ie the FBI, and for the interest of a bigger cult in charge and in control of the US. In their own interest to justify their huge budget and take unearned credit for their inability to save the US citizens before the crimes happen. And for that cult there's something called a False Flag, an operation carried out by a member of an organization to enable that organization's goal or agenda by justifying the ensuing course of action taking.

I won't elaborate further, just do some research on recent attacks in the USA, UK, and even in France, and see how the suspects in almost each of the attacks were already monitored by the law enforcement authorities in those countries. The end goal was to justify a police state, crackdown on liberties, create a boogyman enemy, and naturally to demonize targeted groups in order to justify invasions and aggression over certain parts of the world.

Mentioning France, the Syrian government offered for free valuable data collected from French terrorists sent to Syria by the Sarkozy regime that were delivered for free for the French intelligence agencies by their Syrian counterparts and the arrogant French refused to act upon the data which later they regretted when the terrorist attacks occurred in France.
