To answer your earlier question yes I can make a Model to fit my requirements however my expertise is statistical arbitration so majority of models are designed for that purpose. When it comes to sentiment indicator I truly have no idea where to begin, we did take a brief look into it however it seemed beyond over scope so we moved onto our core expertise. 

Additionally to  be a Quant fund operator it all depends you have regulatory requirements if you are planning on raising outside capital, besides that the only other requirement is ability to design/create quantitative models and using those to allocate capital.
