It’s a purchased reputation. Steemit’s reputation scoring system is flawed since the creation of voting bots.

Sadly, now that large votes can be purchased, so can reputation scores.

Once upon a time, a persons reputation score reflected the time and effort that they had put into getting noticed on the blockchain. Now it more than likely indicates how much they have spent on voting bots.
