Such practices are not very often met on Steem but there are a few known cases that lead to some flag wars also. Such people that are circle voting are generally (in almost 99% of the cases) upvoting only their posts and the ones from the people in their circle votin group giving no vote to anyone else on the platform. When taking a look at the situation lucidly if one has invested its own money in buying Steem and using that power to upvote his posts and the ones in circle it might not be any problem, but if one earned his SP on Steem, in my opinion, some of that power should be shared with the community. That's how a community grows and works.
