<p>I don't think it does that. I have only 130 SP and I received some pretty good upvotes from it. I think the criteria on which musing is upvoting comments and questions is mostly related to the accuracy of an answer of the relevance of the question.</p> <p>I don't know if there's a bot doing that or some users upvoting manually, but I think it is a logic behind every upvote. I am 100% sure that the upvotes have nothing to to with your Steem Power.</p>
