Do you mean the board game? Or are you talking about people creating or maintaining organisations that create barriers to entry to particular industries through economic policy so that consumers only have limited options for goods and/or services within that industry?

The answer is yes to both.

Monopoly the board game is awesome... it really is the quickest way to figure out which one of your friends or family is evil. There is a way where you can almost always win by attrition. What you do is make sure you get all the same colour properties, even if you have to pay more than they are worth for them... as soon as you can, put 4 houses on them, and repeat as much as possible... don't worry about utilities. Eventually the board game will run out of houses, do not upgrade to hotels. You should find yourself in a situation where you will have more houses than anyone else... then you just have to wait until you slowly bankrupt your competitors.

I've got Simpsons monopoly and Australian monopoly, as well as the original. My partner and I seem to be of pretty equal skill level, so that's fun.

For the second one, the secret is to have friends in politics who will help create policy that makes it really hard for new companies to compete in a particular industry.... for example, you could require all companies/people to have a licence, and then you can just restrict those licences... or you can make so much money that you simply buy all your competitors... and if anyone refuses to sell, start a hostile takeover.
