How does fish work in steemit ?
I think you are referring to the terms used to related a Steemian's Steem Power.

There is no "official" metrics for this but everyone seems to agree that:

Plankton = < 50 Steem Power
Red Fish =  < 500 Steem Power
Minnow =  < 5000 Steem Power
Dolphin =  > 5000 Steem Power
Orca =       > 50,000 Steem Power
Whale =    > 500,000 Steem Power

"<" = Less Than
">" = More Than

"whale" was a term that was used to describe huge market makers long before the existence of Bitcoin itself. When Bitcoin becomes a mainstay trading trend, those with huge Bitcoin holdings can sway to the market to their whims. This terms get borrowed into altcoins and eventually into Steem. Where those who either got in super early (when 1 Steem = 0.4 cents) or invested heavily into Steem Power gets huge Steem Power.. Where 1 large enough vote from then can make or break a Steemian.

It becomes sort of a meme and so slowly people created different tiers to describe users with different steem power.
