How many steempower comes with a steemit account by default?

If you signed up via "Steemit.com" for a free account then by default you will only get 0.1 SP + 15 Delegated SP from steemit, which is taken back everytime you receive SP or powerup.

Why 15? Everytime an account comment/post/resteem or do any transactions on the blockchain, it will cost him/her some bandwidths. The bandwidth an account will get is proportional to his "Effective Steem Power". By their research, 15 SP is already enough for an account to do posts/comments/resteems without getting any errors.
