That's decided by the royal family and that's it! Like it or not, that's how it is! How many of them were incompetent, sometimes mentally ill. </p>\n<p>2. History has proven that many of these monarchs had done a pretty awful job as rulers, not to mention the way they became rulers. Many of them had one goal, one goal only, that was their well being, nothing more. They didn't care about people. Many of them inherited the throne as kids, at a young age that they were not able to rule.
