If a witness gets his vote, he is at least guaranteed to be in the Top 30 witnesses.
\n

\n
However, if we take his vote out of the equation and only focus on active accounts (accounts that have made at least one comment/upvote in the past year) then we get this new Top 21 witness ranking.
\n

\n
Source: https://steemit.com/witness/@abh12345/do-inactive-account-votes-for-witnesses-affect-the-witness-ranks-1540900963927
\n
As seen above, there is only little difference for @freedom's vote as the most of the top 21 witnesses are still seen in the top 20 even without his vote. (there are now 5 new witnesses added in the top 20).
\n
Also, the above chart shows that the majority of vests still belongs to planktons/minnows which makes it somewhat decentralized(?). The problem here though is that this witnesses are not really consulting those who voted them when making a decision for Steem which makes it more centralized. If I have to put it in numbers 35% decentralized 65% centralized.
