The vast majority of people that complain about the long-wait time are ones that are trying to create multiple accounts, or their is something "fishy" about their signup attempt (like using a throw-away phone).

If there are actual cases of legitimate first-time users who are not getting approved within ~1 week of applying, you can send them to the steem.chat #help channel.
