That is correct. The registration fee (set by the witnesses) can go up or down, but currently it costs 15 STEEM to create a new account. With this new tool, you can create a new account for your friends just by paying the 15 STEEM. Also, the 15 STEEM just goes into their account, so it is not really 'lost'. It is just given to your friend :)

Pretty much instantly. It only takes a few seconds. The traditional way on Steemit.com does still work, but since Steemit, Inc. is paying the account creation fee - they are reviewing the accounts to prevent abuse. It is a manual process, and users may be in the waiting list 1-3 business days before their account is approved.
