yes that is the intended effect of the reward curve change - posts making "smaller" amounts (less than 20 steem payout) see a reduction in $ after HF21, which includes posts published before the hardfork but still in payout. So yes, posts that were showing $1.4 before the hardfork would show $1.1 after - the $1.4 payout was based on the old reward curve, the new $1.1 payout is based on the new reward curve.
