Anecdotally, I just got a payout from a post that had been pending at 1 PAL. Of that, I got 1 PAL as author and curator(s) got 0 PAL. 

Perhaps that *really* means we each got 0.5 and adjustments will be made after decimals are introduced???

I wonder why decimals weren’t used from the get go.

I think you bring up a good point. I am not sure why they would not go with decimals from the start. With this new system, since we do not have a lot of things to track like Steemnow, it is hard to figure out. I am sure they will adapt and adjust over time. Hopefully some of these questions are making to @aggroed and he will put up a post clarifying things. Welcome to the world of ultra early adopter on PALnet.
