Did a little research. Apparently you cannot power down until you have earned 10X the steem power that an account is given upon sign up. Once they reach that point then one can pull out. Though it doesn't guarantee that initial "gift" of SP stays in the system, it atleast forces users to engage in the community if they do want to power down.
