Windows mining works. Follow this guide https://steemit.com/steem/@bitcube/steem-mining-in-microsoft-windows-a-miner-s-guide-part-2 I have managed to start it successfully . Just download the latest steem release from github (0.12.2), not the 0.8.5 version as it says in the text.
