It wouldn't be hard to remove the referral link to stop the resteemer from getting rewards. If someone just keep resteeming garbage the likelihood they become unfollowed is high. As a resteemer your goal would be to bring quality information to a targeted audience.

I'm not quite sure how that would work. How could you create a bunch of dummy accounts that resteem posts unintelligently and still manage to acquire a large following?
