Generally, you're right. Unfortunately, you have to sit down together to solve problems. Wise is a great solution, but it's just one step ahead of the better Steem. In my opinion, there is not enough money to develop better systems. For example, you see a reward rape pool and you have no one to report to. You do not have anyone to report copyright violations. An interesting idea (but I do not know if it works) is the distribution of money for network development typical of some cryptocurrencies. Part of the money could go to projects, part for advertising and so on.

And also precisely why it would be advantageous for there to be more decentralized moderation on the Steem blockchain. @steemflagrewards is one such example but hardly has enough SP to address the problem on the scale in which it exists. Additionally, there is less of a force that is ready to seek out and downvote whale abuse. That is subject to change once I have an opportunity to build @flagawhale into what I had envisioned.
