Why not use the Steem to Onboard people? Like easy sign up on Tribes / Games and Front ends? I think burning them is retarded and a waste of resources and it damage long Term more then help. To create onboard Tickets with the Steem burn them also with the benefit of new users.

There is plenty of that already being done, unfortunately with limited results in terms of retention and growth. IMO it is better to limit downward pressure on the price until real world experience shows a successful growth model for turning spend into users. As far as know it isn't currently possible to create account tickets by burning Steem, but that could be a good idea for a future upgrade.

Yes anyone can claim tickets whether voting for burnpost or not (as long as they have enough available resource credits). It doesn't come out of reward pool or otherwise burn Steem.
