As a much simpler and more tractable algorithm, why not just "page-rank" (i.e. use the page-rank algorithm which just analyzes graph links) the graph created by **follow**ing? You could opt to include (or not) the person's reputation and/or Steem Power (or the square or square root of either). Personally, I would also be very tempted to only recalculate once per day or so.
