Isn't it possible that good content could simply be upvoted by a large enough margin over abuse that it would work out in the end?

What do you think of the idea to make flags cost more Steem Power than upvotes? This would be somewhat similar to the reputation cost to downvote someone on [stackexchange.com](http://stackexchange.com).
