The initial update was removed after about four hours due to the problem, and number of complaining post that were done. I did notice in the TOS this:
> If we decide to make changes to this Agreement, we will provide notice of those changes by updating the “Last Updated” date above or posting notice on steemit.com. 

Notice that little two letter word - "above <b>or</b> posting" - between above and posting? So now they can just change it whenever they feel like it, and as long as they change the - "Last Updated" -  then, if they do not feel like it, even need to tell you it has been changed, so if you want to know if the TOS has been changed you will need to look at it every day
