My gut feel would be that outliers would be those who get most of their upvotes and rep from commenting rather than original top level posts, but it seems like there will be high correlation.

Those are actually factored into the /full/ method, too.  Though, similarly, I would anticipate whales who don't comment often to affect the measure, since the reputation calculation is weighted by the amount of SP an account holds (I think?).
