Hi, there is no 2 votes hard limit. It’s just too much dust and too little power.
To make sure votes are spread equally, no more than two votes are given out in each voting round. That’s true unless the VP is not exhausted.

A new voting round starts every 6 hours and normally Dusty needs 4 rounds to loop through the whole list of users.

Even though we have increased the SP the drop in the steem price has unfortunately not allowed us to increase the number of votes.

Thanks for taking the time to answer. I was an early adaptor of @dustsweeper and remember 10-12 dust votes being magically upgraded to real ones.

It was cool to see, but I understand about the low STEEM price making this not possible anymore.

We have around 25K SP now but due to low price we can only give out the same amount of votes as when we had 5K. 
But it will be a nice surprise for all users if we have a bull run. 😃
